All monies collected as a result of the service charge on low generator properties,
and at the landfill from industrial, commercial and municipal haulers, shall be placed
on deposit with the county treasurer and invested, and shall be used only to defray
the cost of landfill locations, the cost of maintenance of landfill locations, and
the cost of solid waste management activities in the county.
