§ 2-3-1. Generally.

  • The council shall take legislative action by ordinance. With the exception of emergency ordinances, all ordinances shall be read at three public meetings of the council on three separate days. All proceedings of the council shall be recorded and all ordinances adopted by the council shall be compiled, indexed, codified and published by title. The clerk of council shall maintain a permanent record of all ordinances adopted and shall furnish a copy of such record to the clerk of court for filing in that office. The term "ordinance" shall mean a legal instrument having the force and effect of law. Resolutions shall not have the force of law, but shall express the opinion, feeling or recommendations of the council concerning a particular thing or matter.
